Verdict: Rumored. The diving half of this question is now answered — Rockstar’s Extended Look shows full scuba diving, underwater cave exploration and marine life. The question this page actually asks is not. Rockstar has given relative map-size figures but no square mileage and no land-to-water ratio, so any ocean percentage remains unsupported.
What we know about the coastline
Vice City is a coastal metropolis, and the Leonida Keys are an officially named island chain to the south. Trailers show crowded beaches, boats, waterways, and airboats in Grassrivers. Port Gellhorn is described as a gulf-coast port town. Together, these facts establish that water is important to Leonida’s identity and travel.
They do not reveal the map boundary, the distance between regions, or the ratio of land to water. Rockstar has described Leonida only in relative terms — roughly twice GTA 5’s map and about three times Red Dead Redemption 2’s — with no square mileage attached. Surface water is not underwater content
A large visible ocean does not guarantee a detailed seabed, and boat travel does not confirm diving mechanics. Several separate questions remain open:

Swimming and diving are settled, and the swimming and diving entry is confirmed on the strength of the same footage. What the premiere did not establish is scale: whether diving is a handful of designed locations or an open seabed, whether wrecks and collectibles exist, and how far from shore the map extends before it stops.
Series precedent
GTA V allowed swimming and diving, with underwater terrain, wrecks, collectibles, marine life, and submarine-related content. San Andreas also supported swimming, an important change from older entries. Vice City surrounded its city with water but did not offer the same swimming freedom. Red Dead Redemption 2 used water more restrictively, reminding us that newer technology does not force every mechanic into every game.
Leonida’s geography makes water gameplay sensible, especially around the Keys and Grassrivers. Still, GTA V’s underwater systems cannot simply be assumed to return or expand.

Diving exists; the size question is untouched. Ocean, wetlands, and coastal travel are visibly important, but “how much of it is water” cannot be answered from relative comparisons alone. Claims circulating from unofficial sources should not be used to assign percentages or boundaries. Caves and marine life are on screen; an itemised list of reefs, wrecks or diving activities would still go beyond what Rockstar has announced.

Map images, when officially released, may still leave the underwater question unresolved. A coastline can define surface navigation while hiding whether the seabed is detailed or accessible. That part of the old test has now been met: the premiere shows a character diving with equipment and moving through underwater caves rather than a scripted beat. What no footage can settle is proportion, which needs an official map or a stated figure. This page will also avoid calculating an ocean percentage from fan map boundaries, because both the boundary and the scale would need official support first.
