Those consoles use solid-state storage, but Rockstar has not stated how many seconds the game takes to start, load a save, restart a mission, switch contexts, or use any fast-travel system. It has not announced the install size either.
What we actually know
Restricting the release to current-generation consoles gives Rockstar access to storage technology that was not standard in the original console launches of GTA V or Red Dead Redemption 2. That is useful development context, not a measurable GTA 6 result. Load times also depend on software structure, decompression, save state, patches, and what the game prepares before play begins.
