The release date he mentions is the one Rockstar already announced, so he is not revealing anything new there. The last two lines are the interesting ones: he is acknowledging that his character was in Rockstar’s marketing from early on, and that fans had already recognised him.
Is he definitely Brian Heder?
Almost certainly, but it is worth being precise about where the name comes from. In the quotes published so far, Root does not say the name “Brian” himself. The outlets connect the dots, and the dots are strong:

Rockstar’s official material describes Brian as an old-school drug runner in the Keys and Jason Duval’s landlord. Why nobody has confirmed a role until now
Rockstar has kept GTA 6’s credits entirely to itself, and performers on unreleased games rarely discuss their roles before launch. That silence is why every “GTA 6 voice cast” list online has been guesswork. Root’s comment is not a Rockstar announcement, but it is an actor speaking on camera to a wire service — a very different thing from a voice-match video.
It also does not open the floodgates. Root was asked a direct question at an unrelated event; nothing suggests Rockstar has lifted its embargo for the wider cast.
